Sometimes there is a fine line between what is considered master data and what is configuration. Master data is created, changed and deleted by functional teams as needed (i.e. Customer and vendor master records). Where as drop-down lists, statuses, workflow settings, integration points and so-on fall within the IT realm of configuration. "But what about the items in-between, such as accounting clerks, credit analysts, collections specialist and so on?" Unfortunately, it is very common to have continuous employee turnover within a corporation and these are few areas within Finance and Accounting that are full of changes.
So if you find you are needing to change or have the IT department consistently creating transports to add and delete entries from a specific table, explore the option of changing the "Current Setting" on that specific table.
Here's how.
First, determine the name of the table. This is done by clicking once on the field in question and pressing the F1 button. Then click on the Technical Information button that looks like a hammer and a wrench. The table name will be listed under the Field Data section. I will use table UDMV_GRP_STR (Define Groups and Assign Strategy) from the Receivables management module within FSCM as an example.
Using transaction SOBJ we can alter the table's properties to allow changes to be made to the table directly in a production environment as long as proper authorization is granted. Enter SOBJ into the view cluster field within the transaction and press the Maintain button.

Use the Position button at the bottom of the page to quickly find the table you will be changing.
Enter your table in the Object field and press the green check-mark.
Your table should now be at the top of the list. Double click on the object name to take you into the details of the table.
In the middle of the screen you will now find a check-box called "Current Settings". Check that box and create a transport to move this change through your respective landscape and development cycle.
Finally, one additional kicker that I need to call out. When this is being tested, you must work with the SAP Basis team to change one additional setting temporarily. Within transaction SCC4 the Basis team needs to change the Client Role to read as Production. This makes the system believe it is a production system and opens the table for maintenance. Once your testing is completed, don't forget to have the Basis team revert that setting.
